I don't think this room was specifically trying to channel Doctor Who but whoever designed this living room succeeded in spades. If you want a subtle way to bring the Whovian world into your home, then there is a lot you can learn from this picture.
The most obvious, of course, is the color blue. We all know that the TARDIS is a blue police box, so painting a room blue is a good start. But don't stop with painting the walls.
The next most obvious aspect of this room is the set of French doors. The window panes are perfect because they give the appearance of the TARDIS's doors. All that's missing is the "Police Box" sign. If you are able to add French doors but the background isn't naturally white like it is here, add white curtains on the other side of the doors so that the view beyond the doors is blocked and all you see is white.
Did you look at the ceiling? You can't see much of it, but what little we can see gives us another idea about how to incorporate Doctor Who's world into ours. I strongly suspect that the ceiling is divided into four sections, similar to the window panes. The dividing beams are painted blue, while the res of the ceiling is painted white. Just like the TARDIS.
There is one more thing I noticed about this room that is Doctor Who-ish. Do you see the gold table in front of the couch? See how it is decorated with round adornments? What does that remind you of? It reminds me of a Dalek, with its round egg shaped thingies.
