Poor weeping angels. We learned from the Doctor that they are the loneliest creatures in the universe. But my sorrow for them is tempered by their vicious, murderous nature, and for what they did to Amy and Rory. That was unforgivable!
Weeping angels can never be seen by another creature in their true form because the moment they are seen, they turn to stone. Am I the only one who wonders about their courting rituals? They must be very complicated...
Dressing up in a weeping angel costume is fairly simple. All you need is a grey dress, wings, and coloring for your skin to make you look like stone. Oh, and don't forget to hide your face from view any time someone looks your way. Of course, you can always sneak up on people and show them your angry face!
Oh, one more thing. Do you know what I love most after watching the episode Blink? Finding out that the angels have the phonebox. That makes me giggle each time I hear it.

Weeping angels look like the traditional angels you might find in a cemetery. This includes their hair, which is pulled back in a very fancy bun with decorative braids. There is a seller on Etsy who makes wigs from yarn that look just like their hair, and I highly recommend it if you want your outfit to look as authentic as possible.

Don't want to wear a wig? Then there is another option for you - you can spray grey hair color onto your hair. It is temporary and pretty easy to use.

Mask
Angels often keep their faces hidden behind their hands, but when they reveal their faces you get to see how terrifying they are. They are anything but pretty with their vacant eyes and sharp, pointy teeth.
There are two kinds of masks you can wear, so make sure you get the type that you want. One is a paper mask, the other is a full mask that goes over your head.
Dress
The dresses worn by the angels are grey (of course!) and very simple. They gather at the waist, are sleeveless, and fall all the way to the ground.
I didn't find any officially licensed dresses in my research for a weeping angel costume but I did find several sellers on eBay and Etsy who made their own, and they are perfect!
Wings
Don't forget to add wings to your outfit! Look for wings that are grey to match your dress. I'll be honest with you - I had a really hard time finding grey wings, though there are a few sellers on Etsy who have them. If you can't find grey then black will work, but avoid white because these angels are not at all angelic!
Nail Polish
There is only one color to consider when it comes to painting your nails for a weeping angel outfit - silver!
Face And Body Paint
The finishing touch for your look is to apply grey face and body paint. This will give you a stoney appearance, which is important since the angels are made of stone.
