The Silence is an interesting Doctor Who villain. They weren't a race that was against the Doctor. Instead, they were a religious order dedicated to killing the Doctor to prevent Gallifrey and the Time Lords from returning.
Silence priests were particularly challenging for the Doctor, Amy, Rory, and River Song to deal with because no one could remember seeing them once they the Silence were out of eyesight. The Doctor and his companions tracked their interactions by writing hash marks on their arms, which was very clever of them!
The Silence costume is probably the easiest to create of any in the world of Doctor Who. All you need is black clothing, a mask, and hands. I have gathered all the items to make it easy for you to find exactly what you need if you want to dress up as this evil priest.

Silence priests are aliens with long, wrinkly, grey faces. There are two kinds of masks that you can choose from to look like a priest - a paper mask and a full mask. Go for the full mask for a more authentic look.
Hands
Silence hands are every bit as long, wrinkly, and grey as their faces. There were officially licensed hands that you can wear but they are very hard to find. It is entirely possible that these won't be available on either Amazon or eBay, but it's still worth checking.
Black Suit
Silence priests are very well dressed! They wear black suits, just like we humans do.
